FIBC Testing: What Design Tests Prove and What Buyers Must Check
FIBC testing provides evidence that samples of a defined bulk bag design meet specified test requirements. However, a design-type report does not mean every production bag has undergone individual performance testing. Buyers must also consider the product, operating conditions, production consistency and handling arrangements when assessing suitability.
For procurement teams, the practical question is: does the test evidence apply to the exact bag being purchased and the way it will be used?
Which FIBC Testing Standards Apply?
The applicable requirements depend on the contents and intended use.
ISO 21898:2024 covers FIBCs for non-dangerous solid materials in powder, granular or paste form, designed for lifting from above. Its scope includes materials, construction, design, type testing and marking, along with guidance on selection and safe use.
Dangerous-goods applications require separate checks against the relevant transport regulations. A safety-factor marking alone is insufficient evidence of dangerous-goods authorization.
For example, U.S. 49 CFR Part 178, Subpart O sets out IBC performance-testing requirements. Test applicability depends on the IBC design and intended handling method. Buyers should therefore request documentation identifying the applicable requirements and the design tested.
What Does a Design-Type Test Report Show?
Design-type testing evaluates representative samples of a particular construction. U.S. IBC requirements explicitly provide for random samples during design qualification and periodic requalification.
Those requirements also specify design requalification at least every 12 months to maintain authorization for continued production. This is a U.S. regulatory provision; it should not be described as a universal annual certification rule for every FIBC worldwide.
As a procurement check, compare the report’s design identification with the approved drawing, ordered specification and bag marking. Resolve any mismatch with the supplier before accepting the documentation.
Safe Working Load and Safety Factor Explained
The Safe Working Load, or SWL, identifies the load the bag is designed to carry. A safety factor describes the relationship between that rated load and the performance required under the relevant test conditions.
A 5:1 or 6:1 marking does not provide additional working capacity. For example, a bag marked with an SWL of 1,000 kg must not be loaded above 1,000 kg simply because it carries a higher safety factor.
Procurement specifications should state both the required SWL and intended service class. Operators should follow the bag marking and the supplier’s instructions.
FIBC Testing and UV Exposure: Avoid Fixed-Lifetime Assumptions
“UV-stabilised” should not be interpreted as a guaranteed number of months outdoors.
FIBCA does not endorse a typical shelf life for all bulk bags. Material formulation, bag construction, sunlight exposure, temperature, humidity, storage, handling, and contents can affect continued suitability.
Its FIBC shelf-life guidance recommends assessing representative samples through periodic performance testing and comparing results with newly manufactured samples from the same lot.
Before ordering, discuss the expected storage duration and exposure conditions with the supplier. Ask what evidence supports any proposed service-life claim and which conditions or restrictions apply.
Protect bags from sunlight and adverse weather. FIBCA recommends covered storage and does not endorse outdoor storage as a general practice.
Handling Practices Still Matter
FIBC testing cannot compensate for unsuitable equipment or incorrect handling. The bag must suit both its contents and its operating environment.
The FIBCA Safe Handling Guidelines advise users to:
- Inspect bags for damage before handling.
- Use every lifting loop or sleeve provided.
- Keep lifting equipment free of sharp edges.
- Avoid dragging bags or making sudden lifts and stops.
- Keep people clear of suspended loads.
- Stack bags only when designed for stacking and when stability is assured.
Apply the manufacturer’s instructions to the specific bag and operation.
Can a Bulk Bag Be Reused?
FIBCA defines a single-trip FIBC as a one-time-use bag. Its appearance does not change that intended service classification.
For bags intended for reuse, FIBCA recommends a closed-loop system serving the same product and application. This includes cleaning, reconditioning, inspection, tracking and qualification for further use.
Its FIBC reuse guidance also calls for sample top-lift testing at a frequency determined by the manufacturer or user for the specific situation. A 6:1 marking should therefore never be treated as permission for unlimited reuse.
FIBC Testing Documents: What Buyers Should Verify
Use the following as a practical procurement checklist. It is a recommended purchasing approach, rather than a universal list of mandatory documents.
